Just file IFR or VFR with a discreet squawk and flight following.
No big deal.

This is for the space shuttle delivery. I guess they've rescheduled it!

Why do you need such a huge TFR just to deliver a shuttle?

Because they're flying around the city for everyone to see it. They're doing the same thing up here in Sacramento and San Francisco earlier in the day.

It's not like he's going to be doing aerobatics, he's just circling the city. There is a whole bunch of planes flying around LA on daily basis as it is, one more is not going to make a big difference.

Two things. First, the trip was postponed again, so this TFR is now for the 21st instead of the 20th. Second, the TFR doesn't prohibit flights, just requires that you be squawking a discrete ATC assigned code and on a flight plan (VFR or IFR).

How do you know which TFRs you can get clearance to fly though and which you can't?

Read the "NOTAM Text", which is found by clicking the "NOTAM Text" button underneath the map on the graphic TFR page and is included in the briefings from DUAT(S), Foreflight, etc. For this one, it says:
FDC 2/5058 ZLA CA.. FLIGHT RESTRICTION, LOS ANGELES, CA. DUE TO AERIAL DEMONSTRATIONS DURING THE SHUTTLE ENDEAVOR DELIVERY MISSION, EFFECTIVE 1209211730 UTC UNTIL 1209212030 UTC. PURSUANT TO 14 CFR SECTION 91.145, MANAGEMENT OF AIRCRAFT OPERATIONS IN THE VICINITY OF AERIAL DEMONSTRATIONS AND MAJOR SPORTING EVENTS, AIRCRAFT OPERATIONS ARE PROHIBITED WITHIN A 30 NMR OF 35559.4N/1182555.2W OR THE LOS ANGELES /LAX/ VOR/DME AT AND BELOW 5000 FT MSL WITH THE FOLLOWING EXCEPTIONS;

1. AIRCRAFT ON IFR FLIGHT PLANS.

2. AIRCRAFT ON VFR FLIGHT PLANS THAT ARE ON AN ATC ASSIGNED DISCRETE BEACON CODE AND IN TWO WAY COMMUNICATION WITH ATC.

3. APPROVED LAW ENFORCEMENT, FIRE FIGHTING AND MEDEVAC/AIR AMBULANCE FLIGHTS, CONTACT ATC IMMEDIATELY WHEN AIRBORNE.

4. PILOTS ARE ENCOURAGED TO CHECK NOTAMS FREQUENTLY FOR CHANGES TO PUBLISHED NOTAM TIMES. SCT TMU, PHONE 858-537-5895, IS THE POINT OF CONTACT. THE SOUTHERN CALIFORNIA /SCT/ TRACON, PHONE 858-537-5900, IS THE FAA COORDINATION FACILITY.

Is there a way to get that in foreflight without filing a flight plan and getting the whole biffing? I noticed that sometimes foreflight gives you that information on the map and sometimes it does not. For example this time for the Shuttle Endeavor TFR all is says is that it's a TFR (I posted a picture above of all the information it's giving me).

Yes. If you go to one of the airports under the TFR and select the NOTAMs/TFRs button, you'll see TFR as a tab, and the full text will be there. You can do that with LAX as an example right now, even though the TFR isn't currently being depicted, presumably because it's so much in advance.

Edit: Actually, after I typed the above, the TFR became graphically apparent. But the short description you get after pressing on the TFR graphic is not the full text. You apparently need to go to one of the airports to get that.

Found it, thanks.
