LOC-DME stepdown fix / VDP?

Flying the Localizer-DME approach, no glideslope.

Inbound passing MACTA, I can descend to 1360ft.

Passing WENIT, may I descend all the way to 700ft?

Is the fix at 2.5 DME just to denote the VDP? Is the VDP at 700ft altitude? i.e., if we break out past 2.5 DME we should expect a steep descent, long landing or go-around?

Yes.

(Keep in mind no IAP can have more than one stepdown fix after the FAF.)
