So a CFI giving hood training to a LSA student needs a medical? FARS say you have to a medical to be safety pilot. That would say to me a Light Sport Instructor would need a medical to complete the job.

I think you must be referring to FAR 91.109, that specifies when a safety pilot is required. That regulation states that the person under the hood manipulating the controls must have at least a Private Pilot certificate.

The regulation obviously does not apply to Student Pilot training under Part 61.

I think you need to re read 91.109.
 
True, at face value. But I think you are stretching things a bit by saying a CFI is not acting as safety pilot when the other pilot is under the hood.

Not sure you can win that argument with the feds.
