This is a secondary solar reflection -- a "sundog" -- normally caused by cirrus clouds or other suspended ice crystals, especially near the horizon at sunset or sunrise. But there is an interesting complication here. A cumulus cloud is building underneath, and its varying electric field is causing the ice crystals in the cirrus to move around.
