Gotcha - Vandalia to Greenville.
Ummmm. Yeah. I haven't lived in that part of the world for quite a while now, but I would file direct and 2,500.
(The altitude suggestions don't pick up that low to the ground, and you won't have much way to get to TOC.
if this is likely to be an actual IMC trip, you're pretty much flying the VOR-A approach with your direct route.
