Yes, but they don't qualify for any prizes because they didn't use a plane from one of the sponsoring organizations.
Also, touch and goes don't qualify for the airport challenge. You've gotta stop and either get a signature from an airport employee or take a picture of the plane at the airport. And, preferably buy something from the FBO, as the challenge was created to help promote GA and help out all of the airports in WI.
