KCUB - Columbia, SC - ATC from ground?

Should I be able to reach Columbia (CAE) for IFR clearance delivery from the ground at CUB? Or will I have to mess with the phone call clearance? I called the FBO, but the guy that answered the phone wasn't even sure what I was talking about.

This is listed on AirNav for CUB:

COLUMBIA DEPARTURE: 133.4
CLEARANCE DELIVERY: 124.4

CUB is much closer to campus. Just trying to make it easier on my daughter (picking her up tomorrow), but hoping to avoid the phone call headache for an IFR departure.

I reached them from the ground three weeks ago.

Just to be clear, I was in the parking area in the rental plane there and could hear the controllers at CAE just fine.

Call the approach facility phone number. I've flown into airports with a clearance delivery frequency but was unable to reach approach for my clearance.

I fly in and out of KCUB very often --- never had any trouble reaching Metro on the radio for clearance anywhere on the ramp.
