JFK Localizer 13L/31R

I was looking at the ILS approaches into JFK and saw that the approaches for 13L and 31R use the same localizer frequency of 111.5, but different localizer facilities. How does this not cause a conflict to have two localizers for approaches to the same runway on the same frequency?
 
Only one is turned on at a time (depending on which way they are landing). You'll note that they have different identifiers which is why it is one of the reasons that you always ident the station before you use it. It's I-TLK for 13L and I-RTH for 31R.
 
I should point out that the JFK approaches cited above are hardly an anomaly. In fact, it's pretty much the way it's done at airports that have ILSs to both ends of the runway.
