Jet Vs. Runway Repair Crew

I don't see a problem the orange barrels clearly marked the threshold. I don't think that is in the current AIM though.
 
They don't seem to be all that suprised.

Years ago I was at a small airport in Florida that had two runways. One was notamed closed for surface repair, also noted on the AWOS. A light twin landed on the closed runway and the workers were some kind of pizzed off. I thought there was going to be a rumble on the runway.

These guys kind of acted like it was just a normal day at work.
 
I've seen a similar close call. The runway threshold was temporarily displaced for installation of a blast pad on the end of the runway. A corporate jet came in low and landed where the numbers usually are. They knew what they were doing, and were antagonizing the construction crew. It almost came to blows between the crew and the contractor. He was especially mad because his son was on the crew that got buzzed.
