That looks like a TriPacer main gear to me.

I'll second that. It looks like the covered one is the passenger side main and the uncovered one is the pilot side, to me.
Here is a picture of my gear uncovered. The front one is the passenger side. The one against the wall is the pilot side.

Yes, I bought this stuff to get the tripacer gear and the other one came with it. I know what the tripacer stuff is, but the one in question is the one in front with no provisions for any bungees. I have had some mechanics look at it and they dont have any ideas either.
