Can the amount of Initial Public Offerings be used as an accurate measure of the business environment vis a vis increase/decrease of taxation?

EX: a decrease of IPOs would suggest a harsh business climate due to increased taxation.

I am not sure you could link the causation easily. There are other factors that go into deciding to go or not go IPO.

It's certainly one indicator of perception of economic prospects, but you'd have a difficult time attributing that to a single, specific issue like taxation.
