iPad teaching app

So you've all seen the old war movies where the generals are standing around a large table with a large map on it, and movable "game pieces" representing their troops, ships, aircraft and suspected enemy locations.

I'm looking for an iPad version of this "war table" to use in assisting in flight instruction, or a painting/drawing app that allows or features movable objects on top of the base image.

If you don't mind a military focus (the icons you drop on the map are represent one of dozens of military units or weapons systems - can be renamed if you want to bother), this works great... https://itunes.apple.com/us/app/tactical-sand-table/id433080401?mt=8

You can use google maps or your own image as a basemap and then draw out an exercise, rewind, replay, move things around, etc.
