Ipad Safari - are these tab groups?

My Google-fu is failing me as it seems iPad-specific information on Safari is yielding to only iPhone discussions.

this has been on my iPad for a while and I don’t understand management of this?

is this tabs on other devices? Tab groups?

I'm not sure I am understanding your question. The items shown could be considered tabs or recent websites you have visited. You can swipe them up and off the screen when you no longer need them..then go to Safari under Settings and Clear Browser History to get them off your screen. Hope this helps.

I've been failing at understanding these items on "the shelf". I was failing to swipe them (or, drag them) up and away.

I was chasing ghosts on tab groups and not getting what I needed.
