The FAA has posted AFS-420 IPH Instrument Procedure Handbook, a complement to the Instrument Flying Handbook and other IFR references, on its Web site at: http://av-info.faa.gov/terps/IPH.htm. It is divided into several PDF files that you can download.

For those wondering about this handbook, which appeared in 2004, the introduction notes in part:

Its pretty cool (mine is called H-8261-1) I must be on a mailing list with them somewhere, they mailed me one a year ago, and are always mailing me neat stuff.
