Yep, it wasn't misdirected. It goes to Citibank first for the money part and inputting the initial data. Then goes to the Passport people. Of course, that's not stated anywhere on the forms.
Hmmm interesting. I've never done it by mail. I just walk it into the office and get it same day. I don't particularly trust the system outside of that.
