Why do a residency? If you have a unrestricted state medical license, nothing prevents you from putting up a shingle or putting an add in the paper saying pilot psychiatric evaluations.

The FAA may be interested in the credentials but by then we will have all that money from the sucker pilots and moved on.

IIRC Bruce's posts correctly, the FAA requires advanced certifications in psychiatry for the reports for them to accept them.
