How do you pronounce TEC route CSTN31?

If you are verbally referencing a TEC Route ID like "CSTN31" from a Southern California airport, how do you pronounce it?
 
COAST North 3-1. Thats how ATC has referred to it to me.
 
But I will say that RARELY is it referred to as that - usually you get the full route clearance.
 
Interestingly, all the So. Cal TEC routes are something'N''number'
In San Diego, the outbound routes are pronounced(by MYF tower at least) san November #
 
I've usually heard "Coast November 3 1". Typically only if it's busy, otherwise they read the full route.
 
Coast November it is. It used to be Lima, then Mike, etc.

The controller calling it 'north' is slightly worrying, but probably because there are coded modifiers like LAXE, SNAN, etc, referring to non-standard ops at certain fields (like LAX running east and SNA running north).
