My experience with balloons is that they pretty much go wherever the wind sends them.
Napa Tower: "Arrow 123SA make straight in for 24."
123SA: "Uh, Napa Tower, there appears to be a balloon on short final. Is he cleared to land?"
Napa Tower: "Hmm. Negative. Plan on making a right 360 if he isn't out of your way before a three mile final."

It always amazes me that people stand around and do nothing to help but video. He was more worried about his cat that the pilot and passengers.
