Is the Thurman Munson FAR still in use? It tells you to use flaps to land.
 
A WAG would be that 83 ft ~ 25 m. Not exact but close. Could that be it?


No it was the glide slope height above a chicken farmers land near an army airport in WWII who sued the army for coming to his 'property' and frightening his chickens to death with engine noise
 
I am of two minds; most of the rules are pretty sane - however my understanding is that the number of FARs has grown substantially over the years...with no end in sight. And the downside to excessive regulation is a reduction in the availability of aviation due to cost and people no longer participating.
