Flight plan service providers

I am trying to understand how flight plans are transmitted to the FAA. I know Leidos contracts with the FAA for FSS and 1800wxbrief. That site has an authorized list of "service .providers", which includes stuff like AOPA and skyvector. I don't see Garmin, or Foreflight. I am wondering who the other providers are. Anyone know how this system works?
 
All the providers are sending information to Leidos.

ForeFlight does not send IFR flight plans to Leidos, they are transmitted directly to the FAA center computer. VFR flight plans are sent to Leidos because Leidos handles FSS who in turn generates an alert if a VFR flight is activated and subsequently goes overdue. ATC does not get a copy of VFR flight plans and FSS does not get a copy of IFR flight plans.
