FET on flights within the 250 mile zone in Canada

I know federal excise tax (FET) is still charged for flights between the United States and Canada, if the point in Canada is within the 250 mile zone. A few random questions on this...

1) Is FET charged on customs user fees, INS fees, and APHIS fees?

2) Is FET charged on Canadian airport landing fees?

3) Is FET charged on Nav Canada fees?

BTW, I know FET is being waived through the end of this year. Just asking on how this would work during normal times. Thanks in advance!

Federal excise taxes. Probably if you can answer they OP's question you know what it stands for in context. But I agree, there's a lot of acronyms that get tossed around, undecoded.
