Why do some places have their tanks in a pit to catch spills, but others do not?
Maybe this is a double wall tank??

Also, help me figure out the huge chain link fence…. on only IMG_6685.jpeg2 sides.

Double wall tank is the answer. All fuel tanks must have some type of containment system, and double wall is one solution.

If you could climb the chain link and reach the ladder, it would defeat the barbed wire.

That's definitely a double walled tank. The fence is because an overzealous engineer read/interpreted the security requirements wrong and now there's a monstronsity so noone climbs the roof of the shelter next to it and jumps over.

That’s silly. Just climb the front right fence, a little over half way up do a 180 above the barbed wire and climb down the inside of where you just climbed up, then do your thing, whatever that might be.

I know that. You know that. And maybe even the Engineer that laid it out knew that. But the person that created the security requirement thought he/she were pretty smart to protect the tank.

Most of the "security" at airports are security theater. Or do people really think that 8' chain link fence with 3 strands of barbed wire is going to stop a car from driving right through? Heck even the FAA calls those wildlife fences depending on the circular; they're not security from people. Just deer that can't jump higher and foxes that can't dig deeper.

The FAA does not fund fences for security, they fund them solely for wildlife purposes. Even then you have to have a current wildlife assessment to prove you need a fence. Fences only stop honest people. All you need is a $20 red handled "key" from the local hardware store to get through any fence.

Where is the tank?
I think the fence is on at least 3 sides.

Protect from golf cart collisions? There are an amazing number of powered mobility devices found on airport grounds these days.

The side toward the plane needs to be open for obvious reasons.
The gate for the ladder keeps anyone from climbing Easily to the top, but no protection is absolute.
