Fathers anguish

Other than revenge (against the father), what would this woman's motivation be to withhold lifesaving medicine from her child. Was she using the drugs herself? Spending the money on other things? Why would she do this?
Her lawyer quoted in the news said she kept more than 100 appointments with medical professionals, apparently implying she was doing all she could.
I just don't understand people. And apparently the law. why isn't she charged with attempted murder, but then, it is probably early in the investigation.
