Piaggio is definitely the fastest prop plane being produced right now, I think it's well over 350 knots, maybe 375!. I believe the TBM 900 is the fastest single. A new King Air 200 is under the weight limit set by the OP, and I think they are close to 300 knots now!
Lots of 300 knot birds out there, Piper 400LS, Cessna 441, Turbo Commanders, MU-2's all are Garrett powered turbo props with -10 engines, except the 400LS, I think it's a different dash number.

Non jet I'm going to guess the Piaggio Avanti, it's around 400.

IIRC it's over 400 in MPH and under in KTS. 770kph is what I remember, so do the math.
