Final Approach
The AIM is there in PDF format but as far as I can tell, the FARs are not. The Regulations and Policies link on that page will take you to an online database that has all the FARs and more, but it's not in PDF format.
You can get the AIM as a pdf for your iPad through Foreflight as well.
