So your plane was checked & found to not pass by an IA.

The IA writes in you log books "list of discrepancies giving to owner"

Somehow the plane gets to another IA for inspection.

Do you need to show the list to the new IA?

Is it part of the records?

Was a copy of the list sent to the FAA?

Does the OLD IA keep the list in his records?

Is he required to?

Personally, I've never seen it happen where the IA/RS lists the failure/discrepencies in the log book. They just log what they did do, just no sign off on airworthy. Typically you hand the owner a seperate discrepency sheet/work order. I wouldn't think that the FAA would be notified unless there were extenuating circumstances. As far as his records go, he'd probably keep a copy.

Should be, but maybe the owner threw it away.

Having fail an annual inspection still means the aircraft had a annual inspection, but is unairworthy until the listed items are corrected. Section 43.11(b) requires the IA to give the owner a signed and dated list of the unairworthy items. Any A&P can clear the items in most cases. Once the items have been corrected the aircraft is again airworthy.

Many IA's will list the items in the airframe maintenance records this way it puts the owner on notice there are items that need to be corrected. A&P/IA have a requirement to warn owner's of unairworthy items.

As a A&P/IA I used to make two copies of the unairworthy items one was given to the owner the other I kept with my records. My logbook entries would indicate the list and date. Seciton 91.407 also requires the owner to make sure the A&P/IA makes the proper logbook entry.

What this all means is don't operate the aircraft until all unairworthy items or fixed or request a Special Flight Permit from your local FSDO.
