Yes, many of use call them weekly for status updates. I find it takes 5-20 calls in a day to get through. I often call 2-5 times in rapid succession. Stop and wait 10min, an hour, or so and repeat. Eventually you'll get something like "your wait time is estimated at 18 min, please continue to hold". I've been given 33 min but they pick up in 5 or given 8 min and it's 30 but they will pick it up if you've gotten to the hold.
 
yes. Matter of fact I'm on hold as I type this. It takes a bunch of tries to finally get through.
 
Call your regional Flight Surgeon's office instead, and leave a message for a call-back if they don't pick up right away.
 
Call at 08:01 Central Time. You will get through. Really.
08:10 AM, not so much.
I go in on the same interface as the airmen do. Performance is a requirment.
