Does any one have an example of how this looks for a small flight school that wants to supplement with aerial flights and do helicopter rides for events? Bad news, no such thing as drug and alcohol program lite for small operators!
Good news, as “robust” as it seems, really not a huge deal. You can go to any business that runs CDL trucks with a DOT number on the side to see what they do. It’s the same program. Most simply hire a company to handle it for them.
With the exception that they only need CDL drivers in the program, you’re gonna need ANYONE who deals with the tours program in it. I literally could have an instructor not in the program, but for him to operate a tour flight, he had to be. So did my secretary as she dispatched the plane, and my maintenance folks.
Never had the faa inspect my planes and pilots for the flight school, but did for the stupid little fly Cessnas up and down the beach program….
One thing not super obvious is that you need (I think) pre employment drug screens for folks. How this works if you implement a program AFTER someone has been hired, I’m not exactly sure.
Have you started on your tours letter of authorization yet, or is that what prompted this?

I had an AME once that had a nice side business in retirement (had been a Navy Flight Surgeon or something) running drug testing programs for small operators. It allowed him to offer good rates for medicals. $120 with a 50% discount for pilots, IIRC.
