Two seat F-16 on a training mission doing T&Gs, seems likely they were both pilots, and they were, an instructor and a trainee getting recertified

As Duncan said, two seat Vipers in the USAF and USN inventory are only for dual instruction, checkouts, and are only in operational training units. In other words, no F-16 WSO's in the US.
