It is a US government program like medicaid or workplace safety. It employs large numbers of people in multiple congressional districts and in that sense, it works exactly as intended.
Did you think this was about building an actual aircraft?

That was the most genius move by Lockheed... distributing production to make the program too big to fail.

Funny how they never even mention the two air-to-air missiles the F-35 carries in it's stealthy configuration. We make fun of the F-16 guys for only having 6, what's 2 going to do for you? Ridiculous.

But it can totally carry more than that!... as long as it carries it externally and demolishes the stealthy characteristics that are supposed to be its selling point.
 
And sure it'll never be a WVR fighter- Just like when we built the F-4 without a gun.

Heck, if you think about without the design failures of the F-4 we wouldn't have the Ault Report, thence no Top Gun.

So maybe in another 25 years F-35 performance failures will yield us another advanced tactical school, and thus another really great box office draw somewhere around the 2040-2050 mark.

These guys really are long game masters...
