I know there are some changes with the ELT's as far as what will be monitored and such, but what is going to be the regulations for flying with one. Are the old ELT's still legal or do we have to buy a new one.

It is just the satellite monitoring that is going away right now. 121.5 will still be heard by ATC, SAR, etc...

By regulations you mean the FARs and the requirement to have an ELT?

In the US there is nothing that I have heard of to require us to upgrade to a new unit.....yet.

Canada now requires one form what have heard.

Yes.
or do we have to buy a new one.
Only if you want the satellites to spot you, and to have your precise location transmitted, although those two things could make the difference between hours and days before anyone finds you but at least in the USA, that's still your decision to make.

I believe that both Canada and Mexico will require one in Feb 2009. There's been a stay where they're not required yet.

Canada is considering a 2-year grace/implementation period for visiting aircraft. Stay tuned...
