Deleting ghost emails in IOS devices

I have an iphone and an ipad. I have various email accounts routing to the inbox. For whatever reason, certain messages that have been deleted from the server (this mainly affects the Exchange server account) are not deleted from the IOS inbox, and can't be deleted. The affected messages are different from the iphone and ipad.

I Googled it right. Google said go to settings and 'deactivate account' and reactivate. I cannot find a deactivate account. I can find a delete account. I do not want to delete the account because it is a PITA to set up the account again.

Any ideas?
 
Have fixed a number of things by rebooting/restarting the idevice.
 
Settings > Passwords & Accounts > Select affected email > deselect Mail. This will delete all email on the device for that account. Reselect Mail to sync it again.
 

Not an option. I need Apple Facetime to communicate internationally. Plus I like the iphone.
