How can they have the full length available for landing when there is a marked tough down zone?

When in doubt, go to the primary source. In this case, it is the A/FD legend pages, under 21. Don't trust commercial sources.

Work on your flare. Maybe look further down towards the end of the runway. That might soften it right up to touch down zone status.
