De-ice Boot Conductive Cement

We're doing some tidy up jobs, and the conductive cement on our boots needs renovating. We'll MEK it out, remove any oxides and corrosion and repaint. We know the technique of using the roll to pull the tape as you go etc.

Questions, I know the cement can be brushed onto bare metal (well thats kinda the point), but our A&P suggested we prepare the metal with Alodine or Zinc Chromate primer prior to application of the cement.

1) Do both Alodine and Zinc Chromate primer allow conduction?
2) Do either Alodine or Zinc Chromate screw over rubber de-ice boots ???

We're quite sensible, and going to take pics as we go, he'll come inspect once done, but the above occurred to me.

Any tips, other than be aware that stuff gets everywhere, so mask off well, use gloves etc.??
