Conversations (private messaging), attaching photo or file

I have a photo on my mobile device I want to attach to a post in a private conversation.

While the rich text editor is same as regular posting, the button to "upload a file" isn't there.

It wasn't there in the old software either. Why? I don't know.

The work-around I've always used is to pull up a post I'd made a few weeks earlier, that is now buried deep in the forum, and attach the photo to it.

Then use the uploaded photo's URL and paste it in the private message.

It's kind of a PITA but it works.
