What are the differences between C-90 and O-200 cylinders--if any??

The bare stripped cylinder has P/N 641917 for both engines.
Yet 641917A13 is listed for the C-90 and 641917A12 for the O-200.

Going through the parts manual, the valves, springs, etc are the same for both.
For the life of me, I can find no difference between either the C-90 or the O-200 cylinders.

Why then do they carry separate part numbers?

FAA paper work, you are not allowed to install C-90 cylinders on a 0-200.
Take away the paper, the FAA is lost.
