Cherokee 140 Static RPM

Sounds right. You can spin it up higher on decent (not that you should). RPM is more a factor of the prop pitch (with that engine of course). You can have the prop repitched (there are cruise props and climb props or you go in between).

No opinion necessary -- the PA28-140 Type Certificate Data Sheet has the answers you seek (although I'm pretty sure the answer is also in the PA28-140 AFM VB-160 dated 2/14/1964, which is not the same as the Owner's Manual, and which is required to be in your aircraft). A 1967 model should be s/n 22580-24112, which would make this applicable:
Propeller and Propeller Limits

For 1950 lb. maximum weight - Normal Category; S/N 28-20001 through 28-20939; or Utility Category, S/N 28-20001 through 28-26946, and 28-7125001 through 28-7725290:
Sensenich M74DM or 74DM6
Static r.p.m. at maximum permissible throttle setting not over 2425 r.p.m., not under 2150 r.p.m.
No additional tolerance permitted.
Diameter: Not over 74", not under 72.5".

For 2150 lb. maximum weight - Normal Category; S/N 28-20940 through 28-26946, and 28-7125001 through 28-7725290:
Sensenich M74DM or 74DM6
Static r.p.m. at maximum permissible throttle setting not over 2425 r.p.m., not under 2275 r.p.m.
No additional tolerance permitted.
Diameter: Not over 74", not under 72.5".
So, a static RPM of 2200 would allow operation in the Utility Category with a maximum gross weight of 1950 lb, but not above that. However, you might want to check the accuracy of that tach, as old tachs often indicate 100 or more low. A strobe tach or one of the "head speed" apps for an iPhone or Android phone would provide a good check of your tach's accuracy.

Ron, I assume you've ised the apps your talking about. Were they sufficient such that you were satisfied with their accuracy?

The only one to which I can speak with absolute assurance based on personal use is the Headspeed Tachometer v1.2.1 on my Android-based current Droid Razr M and its predecessor Droid 2, which matches up exactly with the electronic tachs in the dozen or more airplanes in which I've tried it. However, many people have said other Android and iPhone apps work equally well when tested against electronic tachs/strobes.
