Chart Question

I am looking at a 2004 New York Sectional Chart. On the north side I see a section by Portland INTL (PWM) that is whited out anybody know what this is? My guess would be the expanded P-67 and if so what is the reason for P-67

Kennebunkport, Maine, is the home of former President George HW Bush, and he rates a P-area which expands when his son comes to visit.
