What do you think this means?

CFR AVBL ONLY ON APVD PPR AT ETA/ETD

"??? available only on approved(?) ????? at Estimated Time of Arrival/Estimated Time of Departure"

CFR = ???? I'm sure it's not our usual CFR (Code of Federal Regulations) The only other thing I can find online is the old telegraph code used "CFR" for chauffeur.

PPR sometimes means "Prior Permission Required", but that doesn't work with "chauffeur".

Right -- no CFR on the airport, so they have to call the local fire dept out to be on site when you plan to arrive depart. That's an issue for air carriers.

approved prior permission

IOW you need to call ahead and schedule the trucks to be there when you're arriving and/or departing.
