Cessna 150 steering problems

I was just curious on this, what would cause it so that when you press one rudder pedal (without using any brakes) to the floor it doesn't steer in that direction, but the other side works fine? Is this a cable/bungee problem? Also, what are the limits on how bad this can be? I've been in some C150's that steer a lot better than others, is there a certain point when it gets sloppy enough that it's considered unairworthy?
 
My guess is a failed steering bungee, and I wouldn't fly it until it was fixed
 
A 150 should be able to be steered without brakes. If you can't (an absent a hellacious crosswind to account for it), as pointed out you need it looked at before attempting flight.
