Approved Emergency Locator Transmitters (ELT)

With the impending changes to ELT regulatory requirements that will come into effect in February 2009, a lot of attention has been paid to the question of approved ELTs. This issue of Perspectives will highlight the approval requirements for ELT hardware.

To receive Transport Canada, approval an ELT shall comply with the applicable design standard specified in paragraph 551.104(e) of the Airworthiness Manual (AWM). These standards include:

FAA TSO-C91a or TSO-C91 — Emergency Locator Transmitter (ELT) Equipment (Those are 121.5 transmitters)

FAA TSO-C126 — 406 MHz Emergency Locator Transmitter (ELT) (these are 406 transmitters)

It is the responsibility of the installer of an ELT to ensure that the ELT complies with any applicable Airworthiness Directives (AD), including Transport Canada AD CF-81-29R2 “Emergency Locator Transmitters” in respect of lithium sulfur dioxide (LiSO2) battery types.

Tom, the links to pages from 2006 and 2007 indicate that the 406 ELT is not required in Canada. The link from 2008 indicates that the 406 ELT will be required in 2/2009.

As I understand it, there is still a PROPOSED regulation to require 406 ELTS ins Canadian airspace, but no effective date has been announced as of yet. There is nothing in the info you have linked to that contradicts that belief.

The new PROPOSED regulation has been POSTPONED until farther notice, which will be posted here when they are developed.

Today, Transport Canada will accept for use in Canada, from an airworthiness perspective, an ELT that conforms to TSO-C91a, TSO-C91 or TSO-C126 as long as the corresponding ELT battery conforms to TSO-C142a.
