Consolidation of previous Notams into one, Lifeguard flights, plain language (plain?).
Probably a prelude to making it permanent...clean up the language to make it ready to publish.

The biggest change seems to be in the broken transponder procedures. Now you are directed to comply with ATC directions and, barring that, exit the ADIZ by "the most direct route" (which seems to permit landing, vice the prior NOTAM, which required exit via the nearest
