Beech Baron 58 down in Sacramento

Training flight with steep 360s that ended up in a stall/spin?

That first dip below 100kt seems suspect, but Vmca on a 58 is like 81kt if I recall, so... strange that they lost control. I'm hoping for a finding of "something else" here, but may not get my wish. :/
 
Conte was a well known DPE in the area with lots of experience under his belt. Wonder what happened
 
This image is from Kathryn's Report. The a/c appears to have impacted with little forward velocity, and the general arc followed by engines and tail section might be consistent with a flat spin...

Flat spins may take longer to recognize than those in which the nose points straight down.

With 4000ft they probably did two full turns. Immediate action is required. Point the nose down, ailerons centered, and opposite rudder. Once the spin stops, pull out gently and quickly to avoid VNE.

If you've never had spin training, go do so at your nearest gliderport. Well worth your time.
