Battery/electrical problem...

Running that nice new battery at 13.7 volts isn't going to do it any good. It doesn't get totally recharged, which means that the lead sulfate that forms on the plates doesn't all get converted back to lead and lead peroxide and sulfuric acid. The sulfate will harden on there and shorten the life of the battery and at the same time reduce its capacity right from the start.

That regulator needs adjusting. With a calibrated voltmeter.
