In a recent thread "Loss of Sight In One Eye", Dr. Bruce Wrote "
FAA denies and sends a "for further consideration " letter, in which the airman is asked to call/write the agency and at that time the agency issues a certificate "Valid for Operational Evaluation checkride only" certificate, and authorizes the FSDO to conduct the evaluation (for a bloc of 6 months' time)"

I'm curious. What if I went through this process and received the "Valid for Operational Evaluation checkride only" certificate, but did not take the checkride. Would this be a medical certificate that would qualify me to go on to Basic Med, meeting the "have held a medical after July 14, 2006" requirement. Is this technically a medical certificate?
