Balloon Minimum vis reqs

Quick question - today, driving home, I saw balloons launching into very low cielings, some of which had half of their bag in the clouds. This is Class C airspace.

Do they have difference vis reqs than fixed wing pilots? THey are operating within a TFR....does that change anything?

What an interesting qusetion, Nick. The only exception for class G minimums that I can find is the only for helicopters (paraphrased: if you can go slow enough that you don't hit nothin', yer good ta go). I couldn't find a reference to baloons in the part 91 minimums.
