The lowest four place alphanumeric tail numbers that is available (not assigned or reserved) is N3QJ. (No three place, N??, numbers are available.)

The FAA site lists registration numbers in use (not released), and those that are reserved, but the site does not explicitly list available tail numbers. So . . .

To find all available tail numbers, download the two databases from the FAA site, combine them into one, extract the tail numbers (first entry in both databases). Write a program to generate all possible tail numbers and cross reference to eliminate all numbers in use or reserved, and what is left should be available tail numbers.

But there is still a wrinkle. The following tail numbers are not in use, and not reserved, but they are not released. The number N3GU is for a plane that has been exported to Mexico. N3KQ is for a plane that has been exported to Argentina. Those two numbers are considered "deregistered", but are not available.

I suppose that all of those planes that did not get re-registered under the new FAA rules will for a time be deregistered, and then become available for new planes, homebuilts, and those who want to change the registration of their aircraft.
