On a sailplane with a laminar flow wing, too many bugs could disrupt the airflow enough to increase drag. Whether the increase is enough to warrant such a fix I don't know, it may be a solution in search of a problem?
They're pulled out by aerodynamic forces, and then retracted by a line, either with a crank or motor. Some of these competition gliders lose 10-20% glide ratio is there's buildup on the leading edge, so I guess for them it is worth it.
