I feel there is another side of this story that is not being mentioned. Although I will say it is pretty stupid to write a law specifically stating airplanes. It would have been much better to be more general and cite based on noise or whatnot.

There is. The guy apparently has a problem neighbor that has been giving him grief. And now a city councilman has written legislation to appease the noisy and nosey neighbor. Here is his website.
