But the real cause was a failure of the TSA to ensure that each pilot of the powered/glider/parachute/jet had less than 3oz of liquid on them. Since the human body is about 60% water and the standard human weighs 180lbs then that was each pilot having 120lbs of water on them.

1gal of water is about 8.35lbs so that is 14.4gals and that is way more than 3oz!!!
 
I always figured those parachute things were really safe since, well, you have a parachute. They were kinda pushing it, get fairly dark that late.

It can be a problem, the dusk thing... a lot of ultralight and powered 'chute pilots like to fly at dawn or dusk, to take advantage of the calmer air. I wonder if either of these guys had any lighting? Even a cyclist's armband or helmet strobe would be better than nothing.
